The following U.S. territories and the District of Columbia shall be granted full voting representation in the House of Representatives:
- American Samoa: 1 Voting House Member
- Guam: 1 Voting House Member
- Northern Mariana Islands: 1 Voting House Member
- District of Columbia: 2 Voting House Members
- Puerto Rico: 4 Voting House Members
- U.S. Virgin Islands: 1 Voting House Member
Section 2: Inclusion of U.S. Territories in the Electoral College
The U.S. territories and the District of Columbia shall be granted representation in the Electoral College as follows:
- American Samoa: 1 Electoral College Vote
- Guam: 1 Electoral College Vote
- Northern Mariana Islands: 1 Electoral College Vote
- District of Columbia: 2 Electoral College Votes (in addition to current representation)
- Puerto Rico: 4 Electoral College Votes
- U.S. Virgin Islands: 1 Electoral College Vote
Millions of U.S. citizens living in American territories—including Puerto Rico, Guam, the U.S. Virgin Islands, and more—are fully subject to federal laws, contribute to federal programs like Social Security, and pay taxes, yet they lack a voting voice in Congress. These Americans serve in the military, support the U.S. economy, and fulfill the responsibilities of citizenship, but are denied equal representation in the government that makes laws affecting their lives. The Representation Equality Act aims to correct this by granting House and Electoral College votes to U.S. territories, ensuring all American citizens have a say in the decisions that shape our nation.
